I know fire!Elsa has been done to death, and I never paid much attention because I don't care much for the idea, but I started thinking how the story itself would change, and I have to admit, it peaked my interest. 

Fire and ice can both burn and destroy, but it's easier to harm with fire, and harder to contain and reverse external damage. Instead of striking Anna with her ice abilities, Elsa accidentally burns her as a child. They're able to save her life, but because it's fire and doing anything to her hair would singe/catch fire it rather than change its color (as far as symbolism goes, I couldn't make the white streak work) the only permanent thing I could think of was a burn. So in this version of the story, Anna's face is burned on one side, and she's blind in one eye. Her memories are still erased and altered, but they're now of fireplace fun or bonfires outdoors. However, there's one lingering side-effect no one predicts: Anna develops an anxious fear of the flame itself. She doesn't know why, and doesn't associate it with her sister, however. 

Elsa is more terrified of her powers, and her parents are as well. Her father has slight burns on his hands and forearms from where he's tried to help her, and wears gloves and long-sleeves to prevent his kingdom from worrying. As Elsa's powers grow stronger over the years, she accidentally burns her room: the fire is put out, but they're forced to blame it on a candle tipping over, and Elsa has no choice but to relocate to something more fireproof. Not wanting their daughter to feel ostracized by her family, the king and queen relocate the dungeon, and after a time are able to refurbish it to a fire-proof safe-haven for their daughter. They do not answer questions regarding this tactic, but what staff they have begin to look at the queen differently, wondering if she might be ill. Indeed, all the time down there with minimal light do give the queen a more sickly appearance (which isn't reflected in the drawing, and for that I apologize) and she still sees her new "home" as the dungeon it used to be. (Note, it's made of stone and metal, so it's got less of a chance of burning down.)

Her coronation is still awkward and painful for both sisters, but as they haven't really seen each other, the change in their appearance shocks them both.  And when her powers start to crackle and set the ballroom on fire, Anna is frozen in fear. Once everyone has been relocated outdoors, she begins to come to her senses, and realizes why her sister has locked herself away. I think she would still go after Elsa, but it's definitely harder on her, mentally. 

That and the issue of the kingdom going up in flames... 

I think Elsa also possesses volcanic control, so to speak, which is why her dress looks like it does. The mountains under her command erupt, and from the cooled lava she builds herself a castle. And corset-- she's fireproof so the bottom of her dress is made of flames, but the corset/leotard thing is hardened lava. As are her arm bands which I may or may not keep...
that's actually where this idea came from: people have Elsa's fire dress usually looking like a red version of the ice dress, but her dress is made of ice itself and ice and fire don't hold the same properties. This was my solution.  

Anyway, the kingdom burns and nearly suffocates under eruption: most relocate to the hills high up behind, or shut themselves in the castle. We're going to say in this that the eruption cools before it fills the moat and they're safe but isolated and on limited surprise. Also Anna's cloak might be fireproof. If that material existed back then.

At the end, which still needs to be worked out because Kristoff and Hans' characters probably change a bit as well, Anna does face her fears to save her sister, which is why her hair's short in that sketch and she's covered in ash. I just don't know the specifics. You can't 'burn' a heart the same way you freeze it.

Although Elsa's probably a darker character in this version, I don't see her as evil. Sidenote. Her hair is supposed to be a more reddish-blond and her eyes are amber.

It's amazing how much darker the story would have been if Elsa pyromancy rather than cryomancy.
